Union Budget 2024: FM Sitharaman announces big for flood-hit Himachal, Assam and Bihar, but ignores Punjab

Union Budget 2024: In the Union Budget 2024, Finance Minister Nirmala Sitharaman underscored the government's commitment to addressing the recurring flood challenges faced by several states, yet some regions, such as Punjab, feel overlooked. Like the severe impact of floods on states like Bihar, Assam, Himachal Pradesh, and Uttarakhand, Punjab also faced floods twice in recent years and suffered substantial crop damage, but has not been allocated specific aid.



Bihar's Flood Control Structures

The Finance Minister acknowledged Bihar's frequent flood struggles, highlighting the delayed plans to build flood control structures in Nepal. To expedite these critical projects, the government will provide financial support estimated at Rs 11,500 crore. These measures aim to mitigate annual flood damage, safeguarding lives and livelihoods in Bihar.

Assam's Flood Management

Assam, another state severely impacted by annual floods, will receive targeted assistance for flood management projects. The Budget includes funds for constructing and maintaining flood control structures, improving drainage systems, and implementing early warning systems. These efforts are expected to significantly reduce flood impacts on Assam's agriculture and communities.

Reconstruction in Himachal Pradesh

Himachal Pradesh, having suffered extensive losses due to recent floods, will receive support for reconstruction through multilateral assistance. This aid will focus on restoring infrastructure, homes, and public services damaged by floods. The Finance Minister emphasised the importance of well-funded and effective rebuilding efforts in the state.

Uttarakhand's Disaster Response

Uttarakhand, which faced severe damage from landslides and cloudbursts, will also be provided with necessary assistance. The Union Budget allocates resources for disaster response and recovery, including rebuilding infrastructure, enhancing disaster preparedness, and supporting affected communities. These measures aim to bolster the state's resilience to future natural disasters.

Punjab's Overlooked Plight

Despite facing floods twice recently and experiencing significant crop damage, Punjab did not receive any specific mention or aid in the Budget. Farmers in Punjab, who have repeatedly lost their crops due to floods, feel their struggles have been ignored. The absence of targeted support for Punjab has sparked concerns and criticism from the state's agricultural sector and policymakers.
