The officers were asked to visit the districts to review the ongoing programs and schemes, which include stubble management, lifting of paddy, efficiency of Mohalla Clinic among other works. The officials did not send the report twice, ignoring the instructions of the Chief Minister.
According to the promise to run the government from the village level, the Punjab government had imposed duties of secretaries in different districts on 5th April. But for six months, no officer followed the instructions of the Chief Minister and no officer went to his allotted district.
In the general administration, the report of the visits to the allotted districts was sought from these administrative officers on October 21. But none of the officers sent the report. Later the Chief Minister again asked for this report on 30 October. Even then, no officer gave the report of these visits, but there was a stir among the officers about making the tour. Most of the attention was on the Department of Fertilizer Supply and the Department of Agriculture , as both these departments have an important role in the paddy season and sowing of the crops .
The officers of both the departments appeared in the field only when the Chief Minister was to visit. Due to the bureaucratic negligence, the government has had to face grit in many cases . Government sources tell that now it has been decided to take a tough decision against those officers who are disobeying the instructions of the Chief Minister. In the general administration again a reminder letter has been issued asking the officers to report the tours done by them in the districts so that the report can be presented before the Chief Minister .
