Arvind Kejriwal's private secretary Bibhav Kumar terminated by Delhi's vigilance directorate

PTC News Desk: Delhi's Directorate of Vigilance has taken decisive action by terminating the services of Bibhav Kumar, the private secretary of incarcerated Chief Minister Arvind Kejriwal. The order for his removal was issued by Special Secretary Vigilance, YVVJ Rajshekhar, referencing a case dating back to 2007.

"The Competent Authority hereby terminates the engagement of Bibhav Kumar, in terms of the provisions of Rule 5 of the Central Civil Services (Temporary Service) Rules, 1965, with immediate effect," reads the order.


The termination stems from allegations made by government servant Mahesh Pal, accusing Bibhav Kumar of obstructing a public servant from performing his duties and verbally abusing him.

According to the order, an FIR (First Information Report) was filed in 2007 against Kumar, along with others, for hindering Mahesh Pal, a public servant, from carrying out his responsibilities. The FIR, registered under Sections 353/504/506 of the Indian Penal Code, alleged obstruction and verbal abuse by Kumar and others.

The order further revealed that Kumar's case is currently at the stage of evidence, with the next hearing scheduled for the following month. Additionally, it emphasised the importance of conducting character and antecedent verification of ministerial staff before their engagement, particularly non-government officials.

It concluded by stating that Kumar's situation lacks clarity from a vigilance perspective, indicating ongoing scrutiny of his involvement in the case.
