The notification outlined Brar's involvement in multiple killings and highlighted his radical ideology. According to the government, he made threatening calls to pro-nationalist leaders, demanded ransom, and publicised claims of killings on various social media platforms. The Centre also pointed out that Brar, supported by a cross-border agency, engaged in the smuggling of high-grade arms, ammunition, and explosive materials through drones from across the border for use in violent activities.

Goldy Brar had previously claimed responsibility for the 2022 murder of Sidhu Moosewala in Punjab's Mansa. A 1,850-page chargesheet in the Moose Wala murder case identified Brar as the mastermind behind the killing. In a social media post, Brar asserted that he orchestrated the murder to avenge the killing of student leader Vicky Middukhera.

The designation of Goldy Brar as a terrorist under UAPA marks a significant step by the Indian government in addressing transnational criminal activities and reinforcing its commitment to national security.
